5/1勞動節連假即將到來，不過台鐵工會卻發起「不加班」活動，預計將有9成司機員不會出勤，造成台鐵全數列車停駛。對此，今(22)日交通部長王國材召開記者會公布交通應變計畫，並對於台鐵工會五一勞動節不加班，造成列車停駛「表示歉意」。預估51勞動節當天運能缺口約35.8萬人次之需求，並已協調高鐵、國道客運、公路及市區客運籌備疏運運能，務必滿足西部幹線21.1萬人次、東部幹線4.1萬人次、支線及區域10.6萬人次之旅運需求，應變計畫出爐。

王國材表示，台鐵員工是我們台鐵重要資產，國人休假時他們都在加班，對於這次他們不加班的選擇，我們尊重，但交通部負擔所有大眾運輸工具的疏運，這是我的責任，還是呼籲回到工作崗位上。

王國材說，接下來還有一個月的協商，我們有充分時間，我們過去為了溝通已經被拒絕不知道幾次，這個月我會期待，我會不斷邀請工會來做協商，希望大家真的理性，為了公司未來，符合社會期待。

The horn antenna is a broadband passive device, shaped like a pyramid horn, referred to as a TEM antenna, which guides the beam of radio waves at a precise frequency. FT-RF Double Ridged Horn antennas have frequency capabilities ranging from 400MHz to 40GHz depending on type and style. 另外，有關此次應變作為，交通部宣布，在城際運輸需求部分，西部幹線規劃由高鐵及國道客運替代疏運，高鐵預計提供25萬人次運能，除負擔原高鐵旅運16萬人次之外，可分擔臺鐵9萬人次；國道客運籌備提供23.1萬座位，除原國道客運9.5萬人次需求，可再分擔臺鐵13.6萬人次；在東部幹線部分，則由公路及國道客運籌備8.2萬座位來疏運原有的公路客運旅客及臺鐵旅客的需求。原高鐵臺南站及新竹站聯外之臺鐵沙崙與六家支線部分，規劃由高鐵公司籌備開行遊覽車接駁服務，其餘集集、內灣、平溪三條支線部分，則由市區汽車客運及公路客運路線增開班次提供服務。

另經逐一盤點針對部分公路運輸未及服務之斷鏈區間，如：花蓮-臺東、高雄-臺東、部分西部地區，已由公路總局租用遊覽車闢駛10條類火車臨時客運路線來提供服務。此外，尚有如「崎頂—竹南」等7處相鄰車站有斷鏈情形，則由臺鐵局於該等車站提供9人座車輛或計程車將到站旅客接送至相鄰有公路客運路服務之車站進行轉乘。

台鐵局表示，為因應台鐵工會通過「五一勞動節不加班」決議，旅客購買之乘車票日期於111年4月30日至5月2日期間者，即日起至一年內可持未使用車票至各車站售票窗口辦理退票(含去回程車票)，免收取退票手續費。已辦理退票並扣收手續費者，得憑退票證明到各站售票窗口辦理退還手續費；於網路退票取消付款者，將於售票系統批次辦理退還手續費。
